resources currently are about 2,000 cubic meters of water per capita per year. When
the population would reach 1.6 billion in 2030, the water resource availability would be
about 1,700 cubic meters of water per capita per year. According to commonly
accepted standard, when water resource per capita per year in a country is lower than
1,700 cubic meters, this country will be considered as water resource shortage
country. Rain fall water mainly occur in
summer and most water can not be reserved. Most raining seasons in China
concentrates in four months in summer, taking about 70% of annual rain falls. At same time
about 65% of water from rain fall become flooding water and flow away quickly to the
ocean. In the dry seasons, some rivers have no water.
Water resource allocation has an area unfairness. There are
about 32% of farmland in China in yellow river, Huai river, and Hai river areas.
However, water resources in these areas only take about 8% of total water resources in
China; per capita per year water resource availability is only 500 cubic meters, which is
extremely lower than the average level of China.
Affected by water resource shortage and water pollution,
there are about 400 cities in the total 662 cities in China has short supply of

wasting problem is serious in China |
| Even China has water
resource shortage, at same time China also wastes a huge amount of water in both rural and
urban water utilization. Only about 45% of water has been sufficiently used in water
irrigation in China, while this percentage is 70% to 80% in the developed countries.
China only recycle about 40% of industrial water in compared with this recycle rate in the
developed countries is about 80%. The poor conditions of water appliance and water
distribution pipelines in the Chinese cities result in leaking about 20% of water supply.

water and underground water have been over exploited |
| The ground flow water
utilization in China is currently about 20%, the level has started to negatively affect
the water environment. Some areas such as Yellow river and Huai river has utilized
about 50% of the water, resulting even worse water environment damage. Overly
exploited underground water in China has already resulted in land sinking in about 50
cities. |

enough waste water treatment plants but also has low level of the treatment. China
currently has about 200 waste water treatment plants in the cities, averaging one waste
water treatment plant for one million city residents, while in the developed countries,
every 5,000 to 10,000 people have one waste water treatment plant. Only about 14% of
these treatment plants in China have gone through 2nd stage filter, most of plants only
have 1st stage filter treatment, while many such plants in the developed countries have 4
stages filter treatment. Heavy nitrogen
and phosphate pollution result in over nutrition in the water. Blue green alga and
green alga frequently occur in most lakes, rivers, and coastal offshore. The
technologies to treat this kind of over nutrition pollution are urgently needed.
Small towns in China have been developing rapidly in recent
years. China now has about 17,000 small towns. Most small towns have no waste
water treatment plants. Waste water not only pollutes the small towns themselves but
also pollutes the surrounding areas. Accumulated total pollution is astonishing.
As most small towns generate waste water at less than 20,000 cubic meters per day,
so small scale water treatment plants are needed for these small towns. |
